*Total allocation was $31 million; however, in 2025, Senate Bill 127 redirected funding ($18 million) to the Clean Cars 4 All program.

**Priority populations include residents of: (1) census tracts identified as disadvantaged by California Environmental Protection Agency per Senate Bill 535; (2) census tracts identified as low-income per Assembly Bill (AB) 1550; or (3) a low-income household per AB 1550.

Benefits to Priority Populations

Voucher incentives prioritized low-income consumers who had a household income at or below 300% of the Federal Poverty Level.  The California E-Bike Incentive Project also provided benefits to consumers through access to a cleaner technology that reduces greenhouse gas emissions and transportation costs and increases the amount of reliable clean transportation in communities that need it.
