CARB created the Community Air Protection (CAP) Program to carry out AB 617’s mandate for community-focused air pollution reduction. The Program sets criteria for community emissions reduction programs, air monitoring plans, and other required elements. In October 2023, the Board adopted Blueprint 2.0, the Program’s first five year update. It retains key components of the 2018 Blueprint, clarifies CERP requirements, and adds new elements to better support more communities.
This report details CARB staff's recommendation to the Executive Officer of the California Air Resources Board to approve theSouth Sacramento-Florin Community Emissions Reduction Program, developed pursuant toAssembly Bill (AB) 617.
