The project is helping staff understand what small-business fleets need to successfully adopt zero-emission vehicles by analyzing project data and studying vehicle deployments. Changes will be made if the results do not meet the original legislative intent or program goals.
Staff, along with key stakeholders, use several methods to evaluate the pilot program. Staff collects data on all loans enrolled from the California Pollution Control Financing Authority (CPCFA). This includes information from loan applications, vehicles, and other key sources. CARB also works closely with CPCFA and the participating lenders to keep track of how well the program is functioning.
In addition, staff monitors pilot participation in disadvantaged and low-income communities and gathers feedback from lenders and borrowers to learn how the program has affected purchasing choices.
Benefits to Priority Populations
Most small trucking fleets work in communities with a high percentage of priority populations. This program helps these small fleets get financing so they can use the cleanest equipment available, thereby reducing pollution in surrounding communities.
