New Annual School Bus Incentive Progress Report
The 2025-26 Senate Bill 1403 Report details over $1.4 Billion invested to date with over 3,500 zero-emission school buses serving California students and 1,500 more on order.
HVIP Public School Bus Set-Aside/Zero-Emission School Bus and Infrastructure (ZESBI)
CARB’s recent School Bus replacement programs are coordinated efforts with the California Energy Commission (CEC) to replace older, internal combustion engine school buses with new zero-emission (ZE) school buses along with the needed charging infrastructure. The Public School Bus Set-Aside offered incentives to replace older school buses with new ZE school buses and continued the efforts of previous CARB incentive programs, such as the Rural School Bus Pilot Project. The Public School Bus Set-Aside accepted applications through December 2023 and has now been replaced by the Zero-Emission School Bus and Infrastructure (ZESBI) project for Fiscal Year 2023-24. These programs support the State’s commitment to put more ZE school buses on the road and build the charging infrastructure required to fuel them. CARB provides funding for new ZE school buses through HVIP, while CEC provides funding for the charging infrastructure through their own programs.
