What does it fund?

Financial incentives are provided to retire older, more polluting vehicles and replace them with a new or used plug-in hybrid electric vehicle (PHEV), zero-emission vehicle (ZEV), or zero-emission motorcycle (ZEM). Zero-emission vehicles include battery electric and fuel cell electric vehicles. Alternative mobility options are also available, and participants may choose to purchase an e-bike or receive a voucher for public transit. Buyers of PHEVs and BEVs are also eligible for home charger incentives or prepaid charge cards if home charger installation is not an option.

What are the possible incentive amounts?

Who is eligible for funds?

Interested participants must be able to provide an eligible vehicle to scrap and meet income requirements. Eligible participants must have a household income of less than or equal to three hundred percent (300%) of the Federal Poverty Level (FPL (https://aspe.hhs.gov/poverty-guidelines)) and have not previously received EFMP, EFMP Plus-Up, or CC4A incentive funding.

Are there recent policy changes?

The program has expanded to include a needs-based statewide program, referred to as the Driving Clean Assistance Program (DCAP) (https://drivingcleanca.org/), that maintains income eligibility requirements.

Zero-emission motorcycles (ZEM) have also been added as an eligible vehicle replacement type to the CC4A program. Also, CC4A participants purchasing a vehicle may be eligible for up to $5,000 toward the cost of vehicle adaptive equipment. More information on these two policy changes can be found in the Fiscal Year 2023-24 Funding Plan (https://ww2.arb.ca.gov/sites/default/files/2023-10/Proposed%20Funding%20Plan%20Fiscal%20Year%202023-24.pdf).

How does this program provide benefits to priority populations*?

A tiered incentive structure provides maximum incentives to the lowest income participants purchasing or leasing the cleanest technology vehicles that reside within and near priority populations. This reduces health risks and transportation costs, and provides greater, more reliable mobility and increased access to clean transportation to priority populations.

*Priority populations include residents of: (1) census tracts identified as disadvantaged by California Environmental Protection Agency per Senate Bill 535; (2) census tracts identified as low-income per Assembly Bill (AB) 1550; or (3) a low-income household per AB 1550.

How do I access funds?

Clean Cars 4 All is currently administered in the five largest air districts in California and applicants in those districts should visit their respective websites: South Coast Air Quality Management District (AQMD) (https://xappprod.aqmd.gov/ryr), San Joaquin Valley Air Pollution Control District (APCD) (https://ww2.valleyair.org/grants/drive-clean-in-the-san-joaquin/replace/), Bay Area AQMD (https://www.baaqmd.gov/funding-and-incentives/residents/clean-cars-for-all), Sacramento Metropolitan AQMD (https://www.airquality.org/SacCleanCars4All/Pages/default.aspx), and San Diego APCD (https://www.sdcc4a.org/Clean_Cars/).

In addition to district administered programs, the Community Housing Development Corporation (CHDC) was selected to administer DCAP (https://drivingcleanca.org/) to reach rural, tribal, and underserved communities and populations across the state that have not been previously reached by district programs. All eligible Californian’s will be served by the expanded district programs or by DCAP.
